Purpose
The purpose of the Norcal Hall of Fame (HOF) is to honor and recognize individual members for their contributions to the Norcal Oldtimers Baseball Association (Norcal), the associated clubs (Clubs), and to the game of baseball.
The purpose of the HOF Committee (Committee) is to establish and manage the operations of the HOF.
The purpose of the Committee’s Charter (Charter) is to define the structure and governance of the Committee.
The Charter may be changed or amended annually by the Committee. Changes to the Charter require a two-thirds majority approval by HOF Committee members. Changes to the Charter shall be communicated to the Norcal Board of Directors and team reps at the league’s Annual Meeting.
Definitions
“Active service in Norcal ” is defined as participating as a player or Club officer with at least one current or former Club in Norcal or as an officer of Norcal.
A “member in good standing” is defined as an individual who played on a Club team or managed a Club at one time and, if not currently active, was in good standing with that Club when active service terminated.
HOF Members (Members) are individuals who have been inducted to the HOF.
Structure of the Committee
The HOF Committee is comprised of Members of the HOF. The HOF Committee is self-governing and operates independently and without influence of the Norcal Board or any individual club board. The autonomy of the Committee is intended to promote a long-term perspective, not involved with year-to-year operational issues of the league.
Each member of the Committee shall serve for a normal term of 3 years. Terms shall be staggered so that no more than 2 members’ terms expire each year. Any member may resign before serving his entire term.
Each year the outgoing Committee shall establish the number of Committee members to serve in the following year. There shall be no less than 5 and no more than 7 Committee members.
The Chairman of the Committee shall be appointed by the Committee at its first meeting.
Committee Operations
The Committee shall perform the following tasks annually:
- Establish a budget
- Elect new Members
- Organize and supervise an induction ceremony
- Elect a new Committee
This list of required tasks does not limit the activities of the Committee. The Committee shall engage in additional activities, such as fund-raising, at its discretion.
Committee Budget
The Committee shall submit a budget and request for funds at each Annual Meeting of the league in December of each year to cover expenses of the following year. The budget shall be subject to approval by the team reps at the Annual Meeting.
The Hall of Fame budget shall be managed separately from the operating budget for the league. Neither budget shall be used to supplement the other.
The Committee shall endeavor to make its operations self-funded. In other words, it shall be the goal of the Committee to submit a budget request of $0 from team reps in future years.
Election of New HOF Members
The Committee shall establish and supervise an annual election of new HOF Members.
The Committee shall accept nominations for election from existing HOF Members, officers of Norcal, and Norcal team representatives.
The Committee shall establish and supervise a process for electing new HOF Members from the list of those nominated. Details regarding this process shall be documented in an addendum to this Charter.
Criteria for election of new HOF Members include:
- A nominee must have a minimum of ten (10) years of active service in Norcal.
- A nominee must be a member in good standing with a current or former Club in Norcal.
- A nominee is evaluated for election on the basis of a combination of factors including accomplishments on the ball field, service to associated Club(s) on and off the field, and service to Norcal.
- Individuals both living and deceased are eligible for election.
The Committee shall review nominations and eliminate nominees who do not meet these criteria.
A maximum of three (3) inductees per club will be eligible for recognition each year.
The Committee shall consider establishing special categories to recognize individuals who do not meet all of the published criteria for election.
Induction Ceremony
The Committee shall organize a induction ceremony approximately once per year. The ceremony shall normally be a banquet. The Committee shall determine date, time, and location for the induction ceremony and communicate this to Norcal.
Each new Member shall be invited to attend the ceremony. There shall be no charge to the new Member to attend.
The Induction Ceremony shall be open to anyone who wishes to attend. This includes, but is not limited to, anyone affiliated with Norcal in any manner, including friends and family of new or existing Members.
The Induction Ceremony shall be primarily funded by revenues collected from attendees. The price of tickets shall be set in an attempt cover the cost of the ceremony.
Awards
The Committee shall establish and maintain a permanent plaque (HOF Plaque) containing the names of all HOF Members. The Committee shall endeavor to display the HOF Plaque at important league events, such as the Annual Meeting and the HOF Induction Ceremony.
The Committee shall present an individual award to each new HOF Member at the annual Induction Ceremony.
The Committee shall optionally establish additional items indicating HOF Membership. For example, a jacket or polo shirt or similar item could be designed and made available for purchase by HOF Members. Such additional items shall not require funding from the HOF Budget.
Election of the HOF Committee
Each year the outgoing Committee shall accept nominations for expiring seats on the Committee. Nominations may be submitted by HOF Members, officers of Norcal, and NorCal team representatives. Each individual nominated must be a Member of the HOF.
New members of the Committee shall be elected by a vote of HOF Members. Each Member shall have N votes, where N is the number of Committee members established for that year. The top N vote-getters shall be elected to the Committee. Voting (distributing, collecting, and counting ballots) shall be supervised by an outgoing Committee member. (Note: In the first few years, the vote may be supervised by an existing Committee member.)
Committee Communication
The Committee shall meet as necessary to transact its business. Meetings may be face-to-face, via teleconference, or via other remote access media.
The Committee shall notify Norcal regarding the schedule for its meetings via the Norcal website. Due to the confidential nature of its deliberations, results of such meetings may or may not be posted on the website at the Committee’s discretion.
The Committee shall notify Norcal regarding the date, time, and location of the Induction Ceremony via the Norcal website.
